What "not on GamStop" actually means
GamStop is the free national self-exclusion scheme. Betting companies licensed by the UK Gambling Commission for Great Britain must check it and block excluded customers. A site "not on GamStop" is not part of that scheme, usually because it holds an overseas licence instead.
Three points matter:
